That’s exactly the conversation we opened during Day 1 of the Data Driven Governance Framework training in Tarlac. This is in relation to the celebration of National ICT Month this June. I was honored to be invited by DICT Region 3 to serve as the resource person for this 3-day session, with participants coming from various local government units and national agencies.
Unpacking the Basics: Governance Meets Data
The first day focused on laying down the groundwork—what it means to lead with data, not just with instinct. We explored how data-driven governance helps local leaders maximize limited resources, reduce costly guesswork, and make decisions rooted in clarity—not assumptions.
We looked at how to clean data, where it typically breaks down, and how poor data quality leads to poor service delivery. One section that resonated with the participants: using data not just for compliance, but for strategic decision-making.
And of course, we didn’t skip the legal backbone. We unpacked the legal basis of data use in the public sector—helping everyone understand how to protect privacy while still using data meaningfully.
We also emphasized that strong leadership commitment is crucial for success. Each agency needs a data champion—someone who believes in the value of information and drives data use across departments. Paired with a designated Data Protection Officer (DPO), this setup ensures data is not just collected, but respected and used responsibly.
The Value of Shared Experience
What made this session stand out wasn’t just the content—it was the mix of perspectives in the room. When people from LGUs, NGAs, and ICT offices talk about the same challenges from different angles, new insights surface. It’s more than a workshop—it’s an ecosystem in motion.
Looking Ahead: Empowering Governance with Data
Day 1 reminded us that good governance doesn’t start with tools—it starts with mindset. And that mindset must be data-first.
As we continue into the next days of this training, I’m excited to dive deeper and build systems that reflect the real needs of our communities.
