How do we scale data governance when the systems we use are still stuck in silos?

That question set the tone for Day 3 of the Data Driven Governance Framework seminar here in Tarlac, where I was again humbled to lead a session with LGU and NGA participants. This time, our focus was Module 5: Data Transformative Technologies. We had a deep dive into the benefits, realities, and responsibilities of using cloud platforms.

From Buzzwords to Building Blocks: Why Cloud Services Matter

We opened with a simple truth: you can’t achieve data-driven governance with disconnected systems. Cloud services like DICT’s GovCloud, Google Workspace, and Microsoft 365 aren’t just digital storage—they’re ecosystems that enable collaboration, real-time data access, and efficient decision-making.

We explored how these platforms can serve core government applications such as CBMS (Community-Based Monitoring Systems) and GIS (Geographic Information Systems). And we also looked at emerging use cases—from citizen feedback loops to automated project monitoring.

But of course, no tech solution is one-size-fits-all. So we addressed the real-world barriers: budget constraints, connectivity issues in GIDAs, and the often-overlooked matter of data privacy and sharing agreements.

Data Strategy Must Meet Leadership Strategy

Today’s highlight? The idea that no system—cloud-based or not—can succeed without leadership commitment. We revisited the importance of assigning a data champion in each agency. A Data Protection Officer (DPO) who ensures security isn’t just an afterthought.

It’s not just about using cloud platforms—it’s about aligning them with people, processes, and accountability.

Looking Ahead: From Access to Action

As we wrapped Day 3, one thing became clear: The Data Driven Governance Framework isn’t about adopting every new tool. It’s about choosing what works, scaling what matters, and making sure everyone involved—regardless of agency or access—is equipped to act on data.

We’re not done yet, and that’s a good thing. Because transformation, real transformation, takes more than a tech demo.
